On Feb. 4, 2009, President Barack Obama signed a bill that went directly from the House passage to his office to extend health insurance to 4 million children. The law is known as "State Children's Health Insurance Program (SCHIP)" which for the very first time included immediate medical coverage for children of newly arrived immigrants instead of having to wait after living in the United States for five years under the previous regulations.
